Pan African Film and Arts Festival (PAFF)

Overview

The Pan African Film and Arts Festival (PAFF) is the largest Black film festival in the United States. The 34th edition takes place February 9 to 16, 2026, in Los Angeles, California, during Black History Month. PAFF has screened over 5,000 films from more than 60 countries and welcomed over 1 million attendees across its three decades of operation. The festival programs over 170 films from 40+ countries each year, including features, shorts, documentaries, animation, experimental work, and web series.

PAFF is an Academy Award-qualifying festival for narrative live action, documentary, and animated short films. Winning a qualifying award at PAFF makes a short film eligible to submit for Oscar consideration. This status places PAFF in a small group of US festivals that can directly impact Academy Award nominations.

The festival operates year-round through its PAFF Year-Round initiative, which includes the PAFF Institute, PAFF First Look, the John Singleton Short Story Film Commemoration, PAFF Austin, and the PAFF Speakers Bureau. Submission Details

PAFF accepts submissions through FilmFreeway. Key details for the 2026 festival (34th edition):

Submission fees are tiered by deadline (Early, Regular, Late, Extended) and by category (Short, Feature, Web Series). Current fee amounts are published on the PAFF FilmFreeway page. Fees are non-refundable even if the film is not selected. If you submit to the wrong category, contact submissions@paff.org immediately - you are responsible for any fee difference.

Eligibility Requirements

PAFF has specific eligibility criteria that differ from general festivals:

• Films must be made by and/or about people of African descent. The filmmaker need not be of African descent themselves, but the film's main storyline must be driven by a leading Black character.
• Films should depict positive or realistic images. PAFF explicitly states its mission includes reinforcing positive images and helping to destroy negative stereotypes of Africans and African Americans.
• Accepted genres: drama, comedy, horror, adventure, animation, romance, science fiction, experimental, documentary, and web series.
• Films must have a copyright date of 2025 or 2026. Films completed prior to 2025 can be accepted at programmer discretion but are not eligible for a PAFF Award.
• All submissions must be in English or have English subtitles.
• Films may not have streamed or screened in the Los Angeles area prior to the beginning of PAFF.
• Works in progress are accepted but must be sufficiently complete for programmers to follow the storyline. Only one work-in-progress version is accepted.
• Web series submissions: filmmakers must own/control all rights, the series can already exist on a platform, and if selected, all episodes must be stitched together into one DCP file.

Awards and Prizes

PAFF presents jury and audience awards across its competition categories. The festival's Academy Award-qualifying status means that winning the Best Short Film award in qualifying categories makes the film eligible for Oscar submission.

What Filmmakers Should Know

PAFF's Los Angeles location during Black History Month gives it dual relevance: community audience engagement and industry access. Studio executives, independent distributors, and producers attend PAFF alongside the large South Los Angeles community audience. Distribution deals have originated from PAFF screenings, though the festival does not operate a formal film market like Sundance or Cannes.

The Academy Award-qualifying status for short films makes PAFF strategically important for short filmmakers seeking Oscar eligibility. If you have a short film by or about Black characters, PAFF is one of the most direct paths to Academy Award qualification.

Festival History

PAFF was founded in 1992 in Los Angeles to address the systematic underrepresentation of Black stories and Black filmmakers in mainstream American cinema. The festival was created by filmmakers who recognized that existing festival circuits did not adequately platform work from the African diaspora.

Over three decades, PAFF has grown from a community-focused event into the largest Black film festival in the United States. The 33rd edition ran February 4 to 17, 2025, and the 34th edition is scheduled for February 9 to 16, 2026. The festival has hosted over 5,000 films from 60+ countries and attracted over 1 million total attendees.

PAFF achieved Academy Award-qualifying status for short films, making it one of the few specialty festivals with direct Oscar eligibility pathways. The festival has expanded beyond its Los Angeles base with PAFF Austin and the PAFF Speakers Bureau, extending its geographic reach and year-round impact.
