Overview

The Canada Media Fund (CMF) is Canada's principal federal funding body for the television and digital media content industry. It invests in the creation of Canadian content across English- and French-language platforms and operates multiple funding programs targeting different types of projects, production stages, and content formats. Documentary production is a significant component of the CMF's overall portfolio, supported primarily through the POV Program and elements of the Convergent Stream.

The CMF is funded jointly by the Government of Canada and Canadian television distributors, and its programs are delivered in partnership with Telefilm Canada. This institutional structure gives it considerable scale compared to most private documentary funds.

What It Funds

POV Program is the CMF's primary mechanism for supporting single, one-off point-of-view documentaries in both English and French. The program funds up to 49% of admissible production expenses, capped at $400,000 per project. Projects must be licensed by a national Canadian broadcaster, cable channel, or online platform to be eligible -- marketplace commitment is a core requirement of this program, distinguishing it from development-stage grants that do not require broadcaster attachment.

Convergent Stream provides broader production funding for projects across linear television and associated digital platforms. Documentary series and single documentaries that are part of a licensed broadcaster's programming schedule may be supported through this stream.

Experimental Stream supports innovative digital media content and convergent projects that combine linear and interactive elements.

Eligibility

Applicants must be Canadian independent production companies -- individuals applying without a production company structure are not eligible. Projects must be Canadian content by federal definition, which involves specific requirements around creative positions, production expenditure in Canada, and treaty co-production arrangements where applicable.

The POV Program's broadcaster attachment requirement is a meaningful entry barrier for filmmakers who do not yet have a commissioned or pre-licensed project. Filmmakers approaching the CMF should either have broadcaster interest already confirmed or work with a producer who has an existing broadcaster relationship.

English and French Language Streams

The CMF operates separate funding streams for English-language and French-language content, with distinct allocation pools. Filmmakers working in French should verify the specific French-language program details and deadlines, which differ from the English-language equivalents.

Who Should Apply

Canadian production companies with a documentary project that is licensed or pre-licensed by a national Canadian broadcaster or digital platform. The POV Program is the most direct route to CMF support for independent documentary producers. Filmmakers without production company structure need to work through a Canadian producer to access CMF programs.
