Overview

The World Cinema Fund (WCF) is a production and distribution support fund administered by the Berlin International Film Festival (Berlinale) in collaboration with the German Federal Cultural Foundation. The WCF provides grants to filmmakers from regions where the filmmaking infrastructure is weak or under threat, including countries in Africa, Latin America, Central Asia, Southeast Asia, the Middle East, and the Caucasus.

Since its founding in 2004, the WCF has supported hundreds of films from across the developing world. Funded projects regularly premiere at the Berlinale and at other major international festivals, and many have won top prizes including the Golden Bear, the Palme d'Or, and Academy Awards. The fund has been instrumental in bringing diverse cinematic voices to global audiences.

The WCF operates on the understanding that a vibrant global cinema requires infrastructure support in regions where market forces alone cannot sustain film production. By providing direct production and distribution funding, the fund ensures that films from underrepresented regions reach audiences worldwide.

What It Covers

  • Production grants of up to 80,000 euros for feature-length narrative and documentary films
  • Distribution grants of up to 15,000 euros for theatrical distribution in the country of origin
  • Berlinale connection -- funded films are considered for festival programming
  • Industry networking through the European Film Market and Berlinale industry events

Eligibility

Projects must be from filmmakers based in the WCF's target regions (Africa, Latin America, Central Asia, Southeast Asia, the Middle East, and the Caucasus). A German co-producer or German post-production facility must be involved in the project. Both narrative and documentary feature-length films are eligible. The filmmaker must demonstrate a viable production and financing plan.

How to Apply

Applications are submitted through the Berlinale's online portal. The WCF operates two funding rounds per year. Submissions include a screenplay or treatment, director's statement, production budget, financing plan, and documentation of the German co-production or post-production element. There is no application fee.

Who Should Apply

Filmmakers from the WCF's target regions who have feature film projects in development or production and who can involve a German co-producer or post-production facility. The fund is particularly valuable for filmmakers in countries with limited domestic film financing.
